The city called me at 7:30am pressuring me to provide them with a notarized document. When the sub contactor was telling us that he had placed the pipes in the wrong location, my wife asked &#8221; what is it worth to you keeping your pipe on our property?&#8221;. The sub contractor put his hands around my wife&#8217;s shoulder and said &#8220;now that&#8217;s not very Christ like!&#8221;. Do I have any rights? <p>&#8220;That&#8217;s why we&#8217;re working with states and law-enforcement agencies to add more precise categories to police reports,&#8221; NHTSA Administrator David Strickland.</p>
<p>The problem is that drivers aren&#8217;t likely to admit when it was distraction that caused an accident.  Unfortunately, witnesses are hard to come by, too.  And when there&#8217;s a fatality involved, the cause of an accident is even tougher to determine.</p>
<p>Officials with the National Safety Council (NSC) believe that we don&#8217;t hear about even a fraction of these accidents, meaning there are thousands more killed because of driver distraction.</p>
<p>The problem here is that we all know right from wrong.  But without the deterrent of a potential traffic citation, too many act counter to common sense.  With the new bill, hopefully drivers will think twice before putting lives at risk.</p>
<p>When using a cell phone in the driver&#8217;s seat, you&#8217;re nearly 5 times more likely to get into a car accident.  When you&#8217;re text messaging behind the wheel, you&#8217;re close to 25 times more likely to get into a serious accident.  Are those risks ever worth it?</p>
<p>If you&#8217;ve got a phone call or a text message to attend to while driving, take care of business once you&#8217;ve pulled over and come to a complete stop in a safe place.  Just make sure you&#8217;re not doing it while trying to navigate our roadways.   Sending or receiving a text takes a driver&#8217;s eyes from the road for an average of nearly 5 seconds, the equivalent-at 55 mph-of driving the length of a football field.  That comes with a lot of risks for an accident.</p>

<p>-Ride responsibly, &#8220;Don&#8217;t Drink and Ride.&#8221;  This means that you should never get on your bike after consuming alcohol &#8212; in any amount.</p>
<p>-Make sure you can be seen out there.  Always ride with your headlights on and wear bright clothing to help ensure that motorists can see you.</p>

<p>Head injuries are the most serious kinds of injury for bicyclists involved in accidents.  These injuries are also the most common cause of death for riders.  That&#8217;s why you should always remember your helmet.  A proper bicycle helmet can help t reduce the risk of a head injury in the event of an accident by close to 90 percent.</p>
<p>And don&#8217;t think you&#8217;re safe just because you&#8217;re near home or on a sidewalk.  Close to half of all bicycle accidents happen on a driveway or on a sidewalk.  Regardless of where you are, you&#8217;ve got to put your best pedal forward and pay attention to your surroundings 100 percent of the time.</p>
<p>For a safer ride, just tune in with <a href="http://www.bikeleague.org/resources/better/" target="_blank">The League of American Bicyclists</a>:</p>
<p>-Make sure you&#8217;re always following the rules of the road.  You&#8217;re required to follow the same laws as motorists.</p>
<p>-Make yourself as visible as possible.  You want motorists to see you, not overlook you.  Wear bright-colored clothing and make sure your bicycle is equipped with reflectors and lights.  Making your presence known out there is half the battle.</p>
<p>-Ride predictably.  Always ride in a straight line.  Make eye contact with motorists.  Abide by the same traffic laws as motorists.  Follow lights, stop signs and other traffic signals.</p>
<p>-Anticipate problems.  Be cautious of the traffic around you and stay one step ahead of other travelers.  Be extra cautious at intersections.</p>
<p>-Make sure you&#8217;ve always got a helmet on.  Make sure that the helmet fits on top of your head, not tipped back or forward.</p>
